  1. AV's answer is fine. Just don't expect a quality image. Most of these channels have miserable video quality (think worse than YouTube). There's just not enough bandwidth for decent TV quality. The best I've seen is Hulu.com, but that's just U.S. TV.

  3. The first most obvious way to watch TV from other countries is the same way you might do it here. Just as here, many foreign broadcasters may offer an on-line view of their broadcast on their webpage. This is nice, but as you may have already figured out, not great for channel surfing.

    The next way would be to get a player that tries to aggregate all these channels into something useful. The closest thing to do what you're asking may be the Democracy Player -now known as "Miro" its free.

    You may also find Somethings with Shoutcast Television offered through the "Winamp" Player.

    You may also find something interesting with "Joost".
