  2. this must be some sort of special water, because normal water won't mix with petrol. Maybe the Depleted Uranium helps them mix in some way, hence resulting in the explosions reported in motors.

    Petroleum, mostly consisted of aliphatic hydrocarbons is non-polar.  Thus, it will be immiscible in polar water.
