Main problem with water in these countries is it's distribution, quality and availability on certain time of the year.

Primary thing to consider is drinking water - most problems with this type of water are in Africa and China (but only temporary due to recent earthquakes) - African water is not suitable for drinking because of natural bacterial contamination in few areas.

I wouldn't say that US really have water shortages, some recent events created even excessive water supply for interrogation.
