Water drains internally at back of freezer drawer

to the inner floor panel of the freezer enclosure. A single narrow ice strip a 1/4'' wide at back wall to freeze entire floor area below the drawer inside the freezer. The drain hose outside of the refrigerator is not plugged. Is the valve bad
What is causing that?
