  1. "GENTLY" lift the float rod and see if it stops.

if not, you need to replace the ballcock.

if it does, you just need to adjust the water level height.  some have an adjustment s***w at the head while others require bending the rod "CAREFULLY".

if/when you replace the ballcock, you might as well replace the flapper as well for good measure.

  2. Check if their is a way to adjust water level in toilet tank.

If not the fill valve needs to be replaced.

Stop water from water supply line.

Flash the toilet to get out much of the water in tank.

Get some bucket ready and unscrew the supply line and the current fill valve.

Install the new one, they are not too expensive.

Adjust water level to be a bit below the overflow pipe.

    Good luck!

  3. Your float needs to be adjusted.  Totos have the traditional ballcock, so that means you simply bend the float arm down slightly until the water level is lower when filled.

  4. maybe your flapper is getting stuck on something, or the chain to the flapper is too loose.

Or it could be you have a bad fill tank valve, really, its either the fill tank valve or the flapper. you can adjust the water level to the fill tank valve with a Phillips head

In very rare cases you might need a new toilet tower.
