Water pressure after installing new water heater

Question

i put a new water heater in and since then, the hot water side has very little pressure, its not the screens in the faucets, its the same without them, and it is also slow coming out of the tub spout.

i looked in the hot water outlet on the water heater and it looks like it has a little metal flap down in there, is that suppose to be there?

anyone have any experience with this problem

the flap may be installed upside down    the flap should be able to flap up  and not down

There are check valves in water heaters and some junk could have come off the shut off valves and got caught in the check valves on top of the heater.
