Yes, there are many different flashlights out there made specifically for underwater use.  Go to a good sporting-goods store that includes a scuba section or to a specialized scuba shop and they will be able to show you a wide variety of lights from various manufacturers and at a wide range of prices and quality.  Sports Chalet stores here in Southern California are a good resource.  Pelican and Underwater Kinetics lights are both good brands, but there are others too.  Try www.sharpdiver.com to look at several options.

Flashlights used for scuba diving would be completely waterproof.  I typically use my diving light if another one isn't handy.

If you go this route, be careful which light you buy.  Some of the diving lights need to be submerged or they will quickly overheat.
