Our neighbor is restricting the natural water flow (by smashing down the culvert on his side of the road) causing it to back up into our yard (flooding every time it rains). What are the EPA codes/rules and regulations on natural water restrictions in Illinois? Your answer is greatly appriciated. Thanks in ahead!

  1. That will be a City/County issue - drainage plan.  They installed the culvert and are going to be really pissed your neighbor is messing with it.

Better call them before the flooding does damage to your property.

    Good Luck.

  2. cherry n pipe bombs, in moderation, i heard draino(n aluminum foil) clears clogs granted u might want to check the legality of such devices in your particular areas... i know a guy who fishes in round lake area with 1/4 sticks.... so who knows...

  3. yea its going to be a city zoning and codes issue. Just contact your local zoning and tell them what is going on and they should send someone out to fix it.

  4. no one is allowed to tamper with natural water flow without approval of the county.  they planned these things to minimize flooding for everyone
