Water runs and does not stop

Question

I have a GE fridge.  At first, the water did not dispense when I pressed the lever.  It did once then stopped again.  I looked in the back and the water line is in place and intact.  I took the filter out to see what would happen.  After I put back the filter in, now the water runs and does not stop.  I pressed the button for ice and this did not cause an interruption in the flow of water, but ice did come.  What do you think the problem is?
