I have a water softener at a house that we're renting, the owner has a tank filled solid with salt pellets, shouldn't that tank have mostly water in it?

  1. the tank will fill with water right before it needs to recharge, if it is filled with water all the time your softener is not working and you will need to get it fixed


  2. Read this.  I think the pellets are for ion exchange.

    Based on reading a Water Softener Manual, the unit has a brine tank where the water covers the salt.  A timer activates the regeneration cycle.
