Water walking shoes?

for a school project i have to make shoe that will allow me to walk on water, the rules are that it cant be over 8 feet and they have to be self powered. i was wondering what would be the best way to make them?

    The second link below describes a Mythbusters episode where they test the myth that Ninjas used to walk on water using special shoes. It was busted but they were limited to the old technology.

    Construction: I would start out by using foam to make the two canoe shaped shoes. It's important that they be aerodynamic to allow forward movment when wanted. You can insert a sandle (croc) or shoe into the float to make it easy to put on/off. Then the more difficult step is to establish the propolution system. The most simple method would just be a series of flaps. When the float in moving forward in the water (ie taking a step) the flap would be able to lay flat and provide very little resistance (you can use a hinge here). When moving backwards in the water (ie pushing off for the next step) the flap would be able to flip out (simply by the water forcing it open) and provide a lot of resistance. It's important that you put a stop to not allow the flap to flip 180 degrees during this step.
