  1. On a hot day the water will evaporate before it gets too the roots and you wind up wasting the water.

  2. It's not. It is always better to water in the morning before the heat of the day has set in - just like nature does with dew.

If you wait for the end of the day then your plants risk lacking water and getting some damage or at least some slowdown in growth/strength because of wilting.

  3. The water drops act as lenses and sun rays can harm plant and burn them when going thru water drops

  4. If you are watering by sprinkling, yes.  On a hot day (90°F or above) you are hitting the plants with 55°F water.  The water absorbs heat from the plants quickly, throwing them into thermal shock.  The best time to water by sprinkling is around 5AM as one of the above answerers pointed out, but evening is a fair 2nd choice.  Flood irrigation, which is used on almost all Bureau of Reclamation projects, is better than sprinkling at just about all hours.  Much less water is lost to evaporation, and the effect on the plants is akin to standing in a cool wading pool as opposed to taking a sudden cold shower.

One last option is to begin sprinkling in the early morning, but at a low flowrate, and sprinkling all day.  This idea, however, requires much calculation and/or experimentation to determine the right flowrate so that you don't under- or over- water.
