i would say depending on the weather you know those gondolas they are like a small boat that some1 stands on the back of and paddles..... i think that is the most romantic place to propose they usually do dinners and have romantic ones set up with the flower petals and what not......if you don't like that somewhere up on a mountain put out a rug some yummy food candles around you in a circle all lit up the best idea is to do it on your anniversary or birthday that way they wont be very sus and then have both family members waiting at the bottom of the hill ready to congratulate.

My husband spent the whole day doing fun stuff with me and doing what I liked. Then, he took me to the place where had had gone for our past anniversaries. It is on the huge rock overlooking the ocean called Beluga point (we live in Alaska) then he set up the camera and i thought we were just going to be taking pictures. As soon as he set up the timer, he also started playing our favorite song. Then he walked over and purposed and we danced. It was beautiful! A total surprise! And we got pictures to remember! Perfect:)

best way, is what you feel comfortable with and what is special to you both.  My boyfriend propsed to me on the beach, just after sunrise, but as the ring was a litle bit too small, once it was fixed he took me out for dinner, and did it again.  :)
