  1. The Earth has about 20% Oxygen in it's atmosphere.

None of the other planets in the solar system have a significant amount of oxygen.

Oxygen isn't stable - it's highly reactive.  So, on Mars, all the rocks are rusted - that is, Oxygen is bound to iron in the rocks.  So you need some mechanism to continually create more free oxygen.  On Earth, plants to that.  This makes oxygen a biomarker.  We have already detected water and sodium on extrasolar planets.  Note that we have not yet gotten an image of such a planet yet.  If we could see a planet, and it had oxygen on it, we'd be able to detect it.

  2. Your question is incalculable because oxygen is a specific atom & its even being on a given planet is in correlation with many variables of the atomic structures of each planets environment.

  3. Oxygen is quite a reactive element.  Meaning, unless there is a significant source to replenish it (i.e. life) most oxygen molecules will bond with the other elements it comes into contact with.  So, for any planet without life, the percentage is incredibly low.  For the planets without an atmosphere, you can't calculate a "percent."
