Way can't people build floating islands with forests and houses using ...?

sunlight to generate electricity and desalinate sea water in a region in the ocean where there it is desert like in respect to precipitation, like west off shore south America?? wouldn't that be cool?! (there could be coral leafs under (with lights) and a round it too!)? maybe using large air babels to keep it afloat?

1) The country of Dubai has already made man made islands

2) The reason Dubai was able to do this is because they are freaking loaded
