Way to let people download files from my pc like a server?

Is there a way to let people Download Files from my Computer?

Like I want to be able to give someone a link to a file that they can download of my computer? But only giving them access to that file or a certain folder on my computer.

Is there some sort of server type program that I can use to do this?
