Ways to get rid of preetbugs?

i have had bed bugs in my matress for a while and i have tried almost everything like foggers and all sorts of sprays but they still keep coming back so is there a way to get rid of them w/o an exterminator.

I've heard of steam cleaning or vacuuming the mattress. Then put a matress protector over it. You should also take all the bedding off and wash it in the hottest water possible. Include the pillow, and mattress covers.
