  1. Here is the FAQ's from the IRS website, and it seems like the stimulus will be offset.

. I'm eligible for a payment but I still owe federal income tax from a prior year. Will my payment be reduced?

    A. Yes. For this purpose, the stimulus payment is treated like any other tax refund. This means that part or all of your payment can be used to pay past-due federal or state income taxes or non-tax federal debt such as student loans and child support.

  2. It depends on when the IRS receives and processes the last payment.  If you make the last payment before the checks are processed, then you should, not will, get the check on time.

If the rebate checks are processed before the IRS receives your payment, your rebate check will be delayed.

  3. The stimulus check may be used to reduce your balance due.  In that case, the final payment in July will be different.

If you have not received your stimulus check by the time the final payment is due, you should call and see what your outstanding balance is.
