Yes.  Immigration clearance is required.  If you are not abhle to get the ECNR stamped in nthe Passport, you can get the immigration clearance requikrement temporarily suspended for the duration of your visit from the immigration department, which can be done with the help of some travel agents or directly visiting immigration Department..
