We are trying to re install our toilet, but the tile floor is uneven - what should we use to balance it out?

can we use 2 wax rings too, as well as a couple of washers to even the rocking out?

Use rubber washers if you can.

2 wax rings or 1 jumbo ring will work along with the extra washers if needed. Shims might help where needed, then use silicone caulk around the stool.

both lowes or hd sells double wax rings together for exactly the same problem you have

most states require a licensed plumber to remove a toilet, the amount of wax rings will not assist in making the toilet stable.

i would set the toilet and secure it with the hold down bolts, at that point i would shim the toilet with several shims and then chaulk the toilet and allow to dry for the recommended amount of time.
