u're referring to minnesota.  firstly, there aren't many blacks in the state and some towns are totally none. blacks dont seem to like the water - for historical reasons and cultural - being drowned / thrown into the rivers by slave masters etc.  hence we dont see them quite often canoeing.  but i've seen them having boats etc and canoeing. i've seen them on st croix.
