  1. No, an MCB is a Miniature Circuit Breaker which will have a current rating on the front, (6A, 15A, 45A or whatever), this is designed to protect your circuits from overcurrent, and if you exceed the rated current then the MCB will trip.

An ELCB is an Earth Leakage Circuit Breaker which is designed to trip if an earth fault devlelops. These are typically rated at 30mA trip because more than that can kill you. So while everything is working and no faults present you are fine, but if you get an earth fault and touch it, you will get a shock and nothing will trip until you exceed the range of the MCB for that circuit.

The ELCB is probably the most important part of a household supply, replace your ELCB as soon as possible

  2. Certainly not _as_ safe, but safe is relative, if all the equipment is in good condition, you are probably still safe, but the reason for the ELCB (or more perhaps more likely an RCD now) is for protection in case of a fault.

If the ELCB was replaced with a RCD , it should give equivalent or superior protection,  (you might check if the MCB is a combination (combined with RCD) device.

I live in the US, where we call RCDs, GFCIs, so I'm not really familiar with your terminology.
