If....... after the warm up period the picture is relatively normal, it appears that you have picture tube that is starting to show its signs of age.  The solid state circuits. which include the high voltage supply for the picture tube, come on instantly.  The filament in the tube will reach full temperature in just a few seconds.    The fact that it takes a long time to display a picture denotes low cathode emission.  You will most likely need a new picture tube.  You were fortunately to get 13 years of use.  The most any manufacturer expected to get from their picture tubes was 7 years.  On a 35" tube you are probably talking the price of a new LCD Tv.  That is if you can find one and an electronic technician competent enough to install it properly.    CRT(cathode ray tube) production has been terminated for most manufacturers a few years ago, including Sony high end CRT's.  Years ago the price on a 25" Sony trinitron tube was around $500 + another $200 for installation.   ( CRT or Cathode ray tube is the technical term for picture tube.)
