1) yes https://www.donotcall.gov/default.aspx works for both land lines  and cell phones

2) If you're on that list, the company is supposed to download that list monthly to make sure they clean their own solicitation lists of numbers that can't be called EVER. They can even subscribe to the listings so they get updated each time the list is updated.

3) and if you request to be taken off their LIST, they are supposed to do it RIGHT THEN AND THERE. When you do, ask for the compnay they work for; the company they are calling on behalf of, the person who is on the phone, INCLUDING their last name (if they state they can't give you their last name, they are lying) and make note of it.
