You need a lawyer that specializes in adoptions or family law.  The laws and steps to take vary between states.  This way, both parties will be protected, especially you, just in case the couple change their minds during or after the process.

First you will have to contact a lawyer. You may have to go through an investagation about you and your spouse. You may have tohave a "home Study" done of your home .  You could also look in your directory for a place called Children and families. They do adoptions.
