  1. I refuse to answer this question

  2. the bin....

  3. I believe this comes under the laws of 'Street trading' which means the selling, exposing for sale or offering for sale of any article or the supplying or offering to supply any service in a street for gain or reward.

A street includes any road, footway or other area that is within seven metres of a road or footway and is not enclosed and to which the public have access without payment.

(I am assuming you would be charging?)

depending on which borough of London you live in, it will either be your local council or environmental health, who deals with the issuing of licences.

To sell most items or services on the street, or run a market stall, you will require a licence from the Council.

  4. Either the Environment Agency, local authority or local Waste Transfer Station should be able to advise where you can apply for a licence to carry waste. I don't know if you are aware of the odour, rats and maggots anyone dealing with household refuse disposal has to contend with?
