Weak Internet Connection problems, what could be the cause?

My brother's Desktop Computer is only about 10 meters away from the modem, with a ceiling in the way, yet the wireless signal remains at 'No Signal' or 'Very Low' at all times. I was wondering what could possibly be making the connection so low, and what I could use to improve it? My laptop gets a full connection when in the same place. Thank you for any information.
