I buy my makeup online.  The makeup is called Artistry and it is one of the top 5 prestige lines of makeup.  It is great makeup!!  They are all natural, non toxic, non animal tested and if you don't like what you buy you can send it back for a full refund no questions asked.  I used to use Este Lauder but switched to the Artisty brand.

I'd just go to a local Target.  It's cheaper and it has the general stuff.

If you want advanced makeup like oils to make your eyelashes longer, then I'd probably go to a Sephora, Ulta, or one of those serious makeup shops.
