Weather Intensifier technology link to global warming phenomenon ?

I have browse a site where scientist are experementing and messing up the atmosphere with the prototype proton discharge sytem when used it produced super charged protons that intensifies wheather conditions. it's very bizzarre that the wheather here in the tropics sometime a tornado is spunning from out of nowhere and the low pressure seeding of typhoons that turns to super typhoons are also linked to it this is a military secrecy been hidden at new mexico secret military base. I have this information been leaked out by one of the scientists in new mexico secret military base.

Attempts by humans to influence the weather has been going on for millenniums. In fact, the US climate research labs we now have came out of the military desire to use weather as a weapon:

But I doubt any of that would be responsible for what you mention. There is no military incentive or purpose to create (even if they could, which is very unlikely) a tornado in the tropics or a typhoon into a super typhoon.
