Weather King 12AJB60a01 - Noisy Clang at Startup...

Question

My neighbors Weather King is about 1.5 yr old and sounds like its being kicked across the driveway everytime it come on, then it is fine. If the hard start capacitor is too big, would it be giving too much of a kick or what else could be the problem. I hear the noise all the time and figure it is not good for the AC.
