Weather folk lore: how do i explain "wolves always howl more before a storm"?

I doubt that they do.  There are no wolves where I live but there are lots of dogs and coyotes.  Many nights they seem to be playing a game, "you howl and I'll howl and we'll run everybody crazy".  This would be a means of communication.  Wolves probably wouldn't do this, but I'm sure they sometime howl simply because life is good.  Mostle, I think wolves howl to gather their pack, signal their pack and to keep their pack togather.
