  1. Locusts do not make sounds, they are just like big grasshoppers.  It is probably a cicada (often mistakenly called locusts).  

    You will find their shed skins attached to trees if they are in season.


  2. that might be a locust which are high pitched bugs that  "whine" in high humidity
