Web Cam in use by another application.

Hi , Unfortunately my web cam does not work , the message I get is "Web Cam in use by another application ".I 've checked everything I know and cannot find any applications using the web cam ,I 've also removed and re-installed the software but to no avail , I still get the same message , can you help ?
