Web page or Website? Doing a project here?

I'm in a program where I have do a community project. I want to do something in the internet where people can go and find issues effecting the community. But the problem is i don't know much about computers and don't know which is better a web page or website?

They're basically the same thing.  A website is just a collection of web pages, just like a book is a collection of paper pages.

So start with a single web page, and if you keep adding to it, you will end up with a website.
