Webcam not working when i turn the monitor off

My webcam works fine but when i turn the monitor off to go do something it makes a beeping sound and then when i turn it back on it doesn't work. i have windows vista and the webcam is built into my computer. there is no CD or anything with it. when it doenst work i usually reboot the computer and then it's works fine. is there any quicker way to make it work?

Well its not suposed to work when you turn the monitor off! The way is that you dont turn it off... why do you even turn it off when you go to do something? Most of the people leaves it on.
