Webpage design - what can I use?

Hey, I need to fix this webpage, but its been a while (like 7 years) since I even looked at webpage design. Is there a simple free program that I could install to make a webpage?

If you have a newish version of Windows and MS Office, you may already have Microsoft FrontPage installed - it's an easy to use web editor. If not, you can try PageBreeze. It's available for free at http://www.pagebreeze.com . However if you want to edit webpages regularly you might want to look at buying a proper editor such as Dreamweaver (http://www.adobe.com/products/dreamweave... - site also includes a free trial download).
