Webserver which gives root access!!!

Question

I need a FREE webserver which will give me root access. It doesn't matter if I have to put a million banners or complete FREE offers. I have no BUDGET and am UNDER 18.

You won't find one, and there's no reason to need ROOT access to run a site.

When you get a web-server, you're not actually getting a whole server but just access to your own directory on a much larger system with hundreds or thousands of users.  ROOT access is reserved and above-administrator level -- free web servers only grant you a normal user level and only allow read-write access to your own directory.
