Website Graphic Program?

How would you make a picture like the one on the homepage of this website, http://www.freepayperviews.piczo.com

I want to know what program, how you would make the picture.

You can use virtually any graphics package to create a composite image; such as Photoshop, GIMP etc.

You would need to cut out each individual person using a magic wand/fuzzy select tool. Depending on the quality of the source image background you may also need to touch up the edges manually.

Then you'd need to scale/stretch the cut-outs to fit your new background, possibly also adjusting the colour balance to match that of your background image.

You could then add each cut-out person as a new layer/brush onto your background image, again using either manual touch-ups or a feathering tool, to match up the edges.

When you've finished you can then export the image as either a JPEG (for photographic pictures) or a GIF/PNG (for diagramatic/cartoon pictures) and add them to your website in the usual way.
