Website to upload pictures that makes them non-blurry?

Question

I have a picture that I made on Paint and I wish to upload it. The problem is, when I upload, it is very blurry.

I use Photobucket to store my pictures, but they sometimes end up blurry.

What is the cause of this?

Is it too big?

Is it because of Paint?

And are there any websites that upload pictures but prevents the blurriness?

when you design image in paint, resolution is low at 96/ 72 dpi, if you zoom in or make, larger to view, pixelation appears

when drawing images as art, you need better program with resolution options of 300+, similar to taking low quality photos  with lower setting , the quality stays low, and can not easily be improved,
