If the skirts still look a little 'flat' to you then all you need is a fuller hooped petticoat.  You would be looking for a 5- or 6-hoop skirt like this...

There are some wonderful bridal shops in Metz, France, and also in Paris.  I have seen some lovely shops in Luxembourg too.  I would try some of those cities.
