how would i convert----3 sets-12reps with 12 pounds, to ''Low Reps heavier weights'' for bulking up?

  1. use the 1 max program.  As heavy weight as you can, 1 set untill you fail and can't lift anymore. if you do more than 12 reps increase the weight, if you can only manage 6, use a little lighter weights.  My personal training clients are on this program and it definetely works

Pretty easy to get a good idea.  Just add weight every time and you wont be able to do as many reps.  For example next workout you use 15 pounds and try to get 12.  If you can then next workout after that you use 20 and try to get 12 for your sets.  Eventually you'll be using heavier weight and doing lower reps.  It is called progressive overload.  Once you get to a weight you can only handle for 4-5 reps start over again at 12 but with a heavier weight and work your way back up again and you'll be even stronger.
