Weird lipstick question?

ok so i'll apply my lipstick [it's from mac] and then once i apply it to the inner inside part of my lips [the middle part but further inside my lips], i get this whitish waxy gooey stuff on my lips! should i be exfoliating them first? moisturizing?

exfoliate with a washcloth and a pinch of sugar.

sounds weird but it works.

then before you put on lipstick put on lip balm..

like carmex or burt's bees.
