(Weird situation) If there were these 2 people riding on their bike in the road?

(with one person pedaling and the other sitting on the handle bars), and they lost control and slammed into my car and made a dent and busted a mirror off, who is responsible and what actions should be taken?

the cyclists would be at fault for this.

call the police and file a report.

your insurance may cover the incident, call them and ask.  it shouldn't make your rates go up.  i believe its covered by comprehensive coverage.

if not, you can ask the cyclists for the money to fix the car.  if they don't pay, take them to small claims court.

You could/ should call the police to file an accident report. I am guessing that the bicyclists will not be held accountable for the incident.

I would have to say that as long as you were park legally and you were ovibiously there  first it would be the ones on the bike for not watching we're they were going and they're at fault.
