Were Filipinos US Citizens Before 1946?

What was the citizenshp status of Filipinos before 1946? Were they full US citizens? Were they nationals like the people in Guam/PR? Could they just get on a boat/plane and move to the mainland USA like Puerto Ricans and Guamanians can?

    Well, here in the US I know many filipino immigrants that came through visa lottery awards and have then brought their entire extended families along.  So yeah, it would seem a sector of the population would care to come over, especially given the class gap in the Philippines.
