they're located at the pokemon league, you have to fly to sunnyshore city and surf north and when you see the waterfall use waterfall and enter victory road, and now you have to get past victory road, when your there first elite four uses bug types, so use fire, flying or whatever you got, but he also has a lvl 57 drapion so use ground attacks

second elite four uses ground types so a water pokemon would work well

third elite 4 uses fire so water works well also ground attacks like earthquake helped me alot

4th elite  uses physic so have a pokemon that know dark attacks like crunch

champion uses a spiritomb, a gastrodon, a lvl 66 garchomp which is her strongest, a lucario, a milotic, and a roserade

once you beat the 8th gym go to the joto gym leader and get the hm for waterfall.Then teach it to a pokemon and surf behind the joto gym leader.Once you reach a pokemon center get apokemon that knows surf ,waterfall,strength,and rock smash. Then go to the cave victory road when you get out of it the big building is the pokemon league. Dont go to the entrance inside the building before healing since your rival will be there.After battling your rival heal,save,and go battle the elite four.       P.S. you cant heal between people
