to get a febas you must migrate it from either Sappire or Ruby. If you don't know how to get febas from that game, don't waste your time because it is a very long process. you have to talk to a person from the island where you get your 2nd badge and answer a question the correct way. and then go to the city where there are tree houses and go west to the waterfall route and swim every square inch of the place. it will take you longer then catching relicanth. now this is jsut from memory from 5 years ago so for more specifics go to ign.com

I don't know how to get Feebas. I got mine in a trade.

To get Milotic, feed your Feebas dry poffins (you'll have to feed them Lv 17-18 and higher). and feed it these poffins til it's "sheen" has little gold stars across the whole thing. At this point, it had high enough beauty to evolve. If the poffins are not high enough level, your Feebas will never ever evolve.
