Were can i find out what the law is on educational custody and what the responsibilities?

of a person that takes this on, and if a child didnt go to school is the person with educational custody be responsible

I'm not quite sure where you are going with this, so I hope I answer it correctly for you.  In my state (and I'm pretty sure in all the others too) the parents or legal guardians for a child is responsible for making sure a child goes to school (or provides education - homeschooling counts) until the child is 16 yrs old.  The parents can be hotlined to the division of family services (CPS, etc) for educational neglect if someone believes that the parents really don't care or if the parents know their child is not going to school and they don't do anything about it.  In my state around the age of 14, although we can still charge the parents, they usually refer the child for truancy if it's a choice the child is making.  At around that age, the child is capable (normally) of getting up and dressing themselves, etc to be able to go to school and they just aren't doing it.  BUT, the parents also have to go to truancy court with the child.  If they refuse to go or don't answer the complaint, it's back to criminal charges for the parent.  Check with your local police department or deputy juvenile officers for more information.
