At your local Pokémon League. Retailer stores and specialized stores (that sells manga, anime, and sutff), usually have a League running, this means that a bunch of players get together one day a week to compete each other and test their decks, at the same time they earn points, when you go for 4 consecutive weeks and gather all the necessary points (40) you earn a badge.
