People that steal a bunch of them and sell them for cheap. Just go to a high school in a bad neighborhood and ask someone to steal you one and tell them you'll pay 50 bucks. Otherwise...you can't. It's called marketing, people don't sell things for cheap when they can sell them for a lot.
