These auction sites allow you to post a job, and then the programmers would bid for your project.  The payment is held in escrow, so both parties have some protection from being ripped off.

One of the Best places to get a coder and even writers is www.Coder-Cafe.com. I am a freelance programmer and go to this board for most of my work. It is by far the cheapest for freelancers to use. Most of my buddies who are also coders use this board even though it is brand new.
